Nepali Congress leader Dip Kumar Upadhyay has said that a draft constitution has to be readied by January 22, 2015 and a full-fledged constitution has to be issued by May 29, 2015.
“It is not possible to issue a constitution on January 22. Therefore, we have to make adjustments,” Upadhyay said while speaking at an interaction program in Kathmandu on Monday, January 5, 2015.
“Parties are narrowing differences on forms of governance, electoral system and judiciary. Disputes are there only about the delineation of provincial borders. We will soon reach an understanding in this regard.”
Speaking at the same program, CPN-UML leader Yogesh Bhattarai, however, said that a constitution will be issued on January 22, 2015 at any cost.
“We are trying for an all-party consensus. If it does not happen, we will issue a constitution through a due process of law,” Bhattarai said.
