CA begins deliberations on public suggestions

The full House Constituent Assembly (CA) has started deliberations on the report tabled by Committee on Citizen Relation and Public Opinion Collection. Committee Chair Pramila Rana tabled the report, a compilation of feedbacks provided by the people on the constitution draft during interactions held in 240 electoral constituencies, and via the internet and direct mail.

However, four Madhes-based parties boycotted the deliberation process blaming that the draft constitution has failed to incorporate the suggestions provided by the people. Speaking in the House before the boycott, Sadbhanwana Party lawmaker Laxman Lal Karna said deliberation on public suggestions was just a drama.

Karna said provisions on citizenship in the draft constitution are more regressive than the provisions in the Interim Constitution. He said draft constitution has removed the principal of proportional representation and it has incorporated only inclusion and it cannot ensure the rights of marginalized community. “We are merely the characters of a drama so we boycotted the deliberations,” said Karna.

Though Madhesi Janadhikar Forum Nepal, Terai Madhes Loktantrik Party, Sadbhawana Party and Sanghiya Samajbadi Forum boycotted, the CA discussions on report have continued. After the discussion, the report will be submitted to Political Dialogue and Consensus Committee (PDCC).

Lawmakers from the Nepali Congress, CPN-UML and the UCPN (Maoist), three of the signatories of the 16-point agreement signed on June 8, also criticised the draft saying that it had altered several decisions made by the first CA and the PDCC.
